The paper band around a stack of bills
In the movies, whenever some guy opens a briefcase full of money, the neatly stacked bills are always bundled with a paper band. That piece of paper is commonly known as a currency strap, or a currency band. It is used to keep a set number of paper bank notes together to make it easier to add up when dealing with a large number of the same bills.
Unlike the movies which uses generic white bands, in the US, there is a standard convention for the strap color to signify the total value of the bundle of bills.
